Participation in High-Value Agricultural Markets

IFAD-IFPRI Partnership in Market Access and Climate Change

The International Fund for Agricultural Development (IFAD) and the International Food Policy Research Institute (IFPRI) have joined together in a strategic program to advance innovative policies designed to help the poor benefit from climate change mitigation and improved market access. The overall goal of the IFAD–IFPRI Strategic Partnership Program is to provide rural poor people, particularly women, with better access to new market opportunities and the capacity to take advantage of these opportunities, especially markets for high-value agricultural products and those related to climate change mitigations, such as carbon sequestration. Four countries have been selected to share in this venture: Ghana, Morocco, Mozambique, and Vietnam.

The market access component of the project, headed by MTID, will focus on four components: 1) providing information on the patterns and trends in high-value agriculture through analysis of existing data to support IFAD program design and implementation, 2) analyzing policy options, particularly related to marketing and international trade, 3) identifying recommendation domains to facilitate the scaling-up of successful pilot schemes, and 4) preparing an impact evaluation of selected innovations in agricultural marketing, particularly for high-value agricultural commodities.

In Ghana, the project is analyzing data from a household survey focusing on high-value agriculture in northern Ghana, in support of the IFAD Northern Rural Growth Programme. In addition, the project will evaluate the impact of providing market information through mobile phones. Finally, the project will strengthen the capacity of IFAD and its partners to make use of GIS data and analysis.

In Morocco, the project is developing a model of the Moroccan economy in order to examine the impact of global trade liberalization under a potential Doha agreement and the impact of various regional trade agreements. This analysis will be complemented by training in modeling and trade policy. In addition, the project will identify development domains using survey and GIS data.

In Mozambique, IFPRI is carrying out a baseline survey prior to implementation of the IFAD Rural Markets Promotion Program (PROMER). The survey will provide information to assist the design of market interventions and serve as a baseline for later evaluation of the program. The project will also assess the competitiveness of various agricultural commodities and examine the feasibility of experiments in contract farming.

In Vietnam, IFRPI is analyzing data from the 2001 and 2006 Agricultural Censuses in order to provide detailed information on the spatial patterns, household factors, and trends in diversification into selected high-value agricultural commodities. In addition, the project will conduct randomized trials to explore the impact of one or more on-going IFAD projects.
