PRIORITIES FOR RURAL DEVELOPMENT AT A TIME OF DECLINING SUPPORT: February 10, 2000Dr. Cornelis van Tuyll, Director, Rural Development, Deutsche Gesellschaft für Technische Zusammenarbeit GmbH (GTZ)As in many other donor countries, support for rural development cooperation (including agricultural research) is in a state of crisis in Germany. There are many stakeholders who speak with conflicting voices, and many hold and articulate very negative views about rural and agricultural development. With such diversity, it is difficult for pro-rural development groups to be effective in lobbying for a reversal in the continuing decline in German financial support for rural development. Given a declining budget, the German Ministry for Economic Cooperation and Development (BMZ) and the technical cooperation agency GTZ are also having to set tighter priorities for their own rural development activities. This seminar will review these problems, and discuss the current and future rural development priorities at BMZ and GTZ.
