Shenggen Fan
Division Director, Development Strategy and Governance
International Food Policy Research Institute (IFPRI)

Shenggen Fan joined IFPRI in 1995. His research focus includes technical change, institutional reforms, productivity measurement, effects of public investment on growth and poverty reduction, and development strategy in developing countries. A Chinese citizen, Fan received his Ph.D. in applied economics from the University of Minnesota.

Ashok Gulati
Director in Asia
International Food Policy Research Institute (IFPRI)

Ashok Gulati is currently IFPRI Director in Asia and leads the Institute's research and outreach activities from the IFPRI office New Delhi, India. Gulati joined IFPRI as Director of the Markets, Trade and Institutions Division in January 2001. His research focus includes agricultural markets and trade, effects of globalization on smallholder farmers, and the role of infrastructure and institutions in making markets work efficiently. A citizen of India, Gulati holds a Ph.D. in economics from the Delhi School of Economics.

Guoqiang Tian
Dean, School of Economics
Shanghai University of Finance and Economics (SUFE)

Guoqiang Tian is Dean of the School of Economics at SUFE and Professor of Economics at Texas A&M University. He served on the faculty at Texas A&M University as an Assistant Professor from 1987-1991 and as an Associate Professor from 1991-1995. Tian's research interests include economic mechanism design, mathematical economics, general economic theory, dynamic optimization, game theory, transitional economics, and Chinese economies. He served as the President of the Chinese Economist Society (in the United States) from 1991-1992 and is author or co-author of more than 60 publications in major economics and mathematics journals. Tian received his Ph.D. in Economics from the University of Minnesota in 1987.

Xiaobo Zhang
Senior Research Fellow, Development Strategy and Governance
International Food Policy Research Institute (IFPRI)

Xiaobo Zhang joined IFPRI in 1998. His research focuses on rural public investment, governance and public goods provision, and development strategies in China, India, and Africa. Currently, he serves as the president of the Chinese Economists Society and as an editorial board member of the International Journal of Applied Economics. A citizen of China, Zhang received his Ph.D. in applied economics and management from Cornell University.
