Frances joined IFPRI as a Research Analyst in 2011. She conducts research on economic transformation in Ghana and works on agricultural policy in DRC. She comes to IFPRI from the World Bank, where she was a Junior Professional Associate with the Development Economics Research department, researching the potential for the light manufacturing sector in Africa. Previous to this, she worked on public financial management reforms, such as gender-responsive budgeting, with the Ministry of Finance, Rwanda. She received her Master’s Degree from the School of Oriental and African Studies (University of London) in Development Economics, and her Bachelor’s Degree from the London School of Economics in Mathematics and Economics.
