Engendering Policy Coherence for Development
Gender Issues for the Global Policy Agenda in 2005
Dr. Maria Floro, Professor of Economics, American University

Abstract

Numerous studies have shown that economic policies affect gender inequalities. This is not to say that economic policies always exacerbate the inequalities that exist between men and women, but more often than not they do. Hence, the question arises as to what policy makers should and can do to address the gender implications of economic policies. Dr. Floro will discuss the complex relationship that exists between macropolicies at different levels, the changes in today's world of labor, and the social situation of women and men living in developing parts of the world. She argues in favor of a policy coherence approach to gender policy in order to address the undermining of social goals made by decisions in other arenas such as trade or macroeconomic policies. One of Dr. Floro’s points of departure is the Financing for Development process, which is driven by the United Nations. The call for more policy coherence is a key feature of this process.
