PRAF: The Family Allowance Program |

The Family Allowance Program (PRAF) is one of the largest government social welfare programs in Honduras, a country that has the third lowest per capita GNP in the Western hemisphere. PRAF was initiated in 1990 as a social safety net to compensate the poor for lost purchasing power as a result of macroeconomic adjustment. The program was restructured in 1998, and now includes a reformulated project known as PRAF/IDB - Phase II. This project includes a system for targeting the poorest and its overarching objective is to encourage poor households to invest in their family's education and health by providing incentives to increase preventive health service utilization, increase primary school attendance, and improve the quality of educational and health-care services. The program also includes a monitoring and evaluation component - run by the International Food Policy Research Institute - to promote accountability and to assess program impact over time.
