When shocks strike, extreme conditions set in, or poverty traps persist, the distribution of food aid to the ultra poor is often essential to maintaining their food security. Food assistance, as defined by the World Food Programme, is a set of instruments, including in-kind food, vouchers, and cash transfers, used to address the food needs of the most vulnerable.
