There is a growing focus on gender-sensitive approaches and women’s empowerment in the water, sanitation, and hygiene sectors. At the same time, there is a lack of metrics to measure women’s empowerment in the WASH sector.
Malawi has suffered from weak economic growth since its independence in 1964. Over 50 percentof the population live below the poverty line, unable to produce enough or to otherwise obtain suffi cient income to meet all of their basic needs.
Although the Malawian food supply is shaped largely by trends in smallholder food crop production, Malawi’s decades-long focus on improving smallholder productivity has only moderately improved food security and nutrition outcomes.
This policy note explores priorities for investment in irriga-tion in Malawi, and examines the trade-offs between invest-ment in new irrigation infrastructure, versus rehabilitation and maintenance of existing irrigation infrastructure.
