David Spielman

David Spielman is the director of IFPRI’s Innovation Policy and Scaling Unit and has been with the institute since 2004. His research agenda covers a range of topics including agriculture and rural development policy; agricultural science, technology, and innovation; plant genetic resources and seed systems; agricultural extension and advisory services; and community-driven rural development.

The Philippine National Economic and Development Authority (NEDA) is the Philippines’ premier socioeconomic planning body. It is the authority in macroeconomic forecasting and policy analysis and research and provides high-level advice to policymakers in the Philippine Congress and Executive Branch. NEDA coordinates the formulation of policies, plans, and programs; reviews, evaluates, and monitors infrastructure projects; and undertakes short-term policy reviews to provided analyses of development issues and policy alternatives.

The Philippines: Impacts of the Ukraine and global crises on poverty and food security

Global food, fuel, and fertilizer prices have risen rapidly in recent months, driven in large part by the fallout from the ongoing war in Ukraine and the sanctions imposed on Russia. Other factors, such as export bans, have also contributed to rising prices. Palm oil and wheat prices increased by 56 and 100 percent in real terms, respectively, between June 2021 and April 2022, with most of the increase occurring since February (Figure 1). Wide variation exists across products, with real maize prices increasing by only 11 percent and rice prices declining by 13 percent. The price of crude oil and natural gas has also risen substantially, while the weighted average price of fertilizer has doubled. With these changes in global prices, many developing countries and their development partners are concerned about the implications for economic stability, food security, and poverty.

Philippine rice trade liberalization: Impacts on agriculture and the economy, and alternative policy actions

Quantitative restriction (QR) on rice import has been a longstanding instrument of the Philippine government that regulated the importation of rice, protected rice farmers and supported the drive for rice self-sufficiency of the country. However, with the pas-sage of the Republic Act No. 11203 or the Philippine rice trade liberalization law in February 2019, the QR was lifted and replaced with import tariffs instead. This policy shift can have far-reaching impacts not only to rice and agriculture but to the entire economy and to the global rice market as well – with important implications to the general welfare, nutrition and food security of the country. Hence, an ex-ante impact assessment study aimed at simulating, quantifying and understanding the effects of rice liberalization on farmers, consumers and various stakeholders can assist the government in proactively crafting and putting in place appropriate investment and policy interventions, while transitioning from QR and moving toward longer-term rice and food security.
