The United States, the world's second-largest wheat exporter, has experienced drought in 30 out of 50 states, raising concerns about a shortage of wheat and a hit to exports. China, the world's largest wheat producer, has been concerned about winter wheat production after unusual floods in the fall of last year. In Canada, planting has been delayed due to continued low temperatures. Senior research fellow David Laborde said, "Export restrictions create a domino effect that reduces the world's food supply and ultimately undermines the global trade system."
