This training manual focuses on developing the skills necessary to articulate aspirations and goals related to individual and community assets that could be built through the Mahatma Gandhi National Rural Employment Guarantee Act(MGNREGA) program in India. The MGNREGA is a rural workfare program that guarantees a certain number of days of unskilled manual work per year to rural households at a specified minimum wage; this labor is used to create durable assets that can serve as the basis for sustainable livelihoods. Crucially, MNREGA envisions a ‘bottom-up’ process of deliberation, in which all members of communities have a right to participate in the village-level meetings where the shelf of works is agreed upon and are empowered to play a role in decision-making about which assets to build.
