Elodie Becquey

Elodie Becquey is a Senior Research Fellow in the Nutrition, Diets, and Health Unit, based in IFPRI’s West and Central Africa office in Senegal. She has over 15 years of research experience in diet, nutrition, and food security in Africa, including countries such as Burkina Faso, Chad, Ethiopia, Ghana, Kenya, Mali, and Tanzania.

Lessons Learned from Implementing the CAADP Biennial Review Process Under the Malabo Declaration

The Biennial Review (BR), launched under the 2014 Malabo Declaration, serves as the African Union’s (AU) primary mutual accountability tool for tracking Member States’ progress in implementing the Comprehensive Africa Agriculture Development Programme (CAADP). This brief, drawing lessons from four BR cycles, aims to inform the next phase of BRs in preparation for the domestication and implementation of the 2025 Kampala CAADP Declaration. While the BR has prompted policy and programmatic changes in several countries, its full impact is hindered by persistent challenges such as underfunding, weak monitoring and evaluation (M&E) capacities, and data quality issues. Despite these hurdles, innovations like the eBR and national data clusters have led to improvements in data quality and reporting rates. Still further improvements in data systems, capacities, and stakeholder engagement are urgently needed to strengthen the Biennial Review (BR) process. Key recommendations include adopting coherent data governance policies, promoting BR awareness and data utilization, refining the BR scorecard methodology, expanding data clusters to more countries, strengthening M&E capacities, ensuring inclusive BR validation, and integrating the BR database with M&E systems at both national and regional levels. Sustained political leadership, technical support, and domestic funding are critical to institutionalizing a robust, timely, high-quality, and impactful BR process that supports evidence-based decision-making and accelerates progress toward achieving the CAADP agrifood system transformation goals under the Kampala Declaration.

Building community resilience for food security in a shock-prone country

In a world rocked by environmental, political, and economic shocks, achieving resilience has emerged as a goal because it captures the essence of well-being over time despite the inevitable ups and downs captured in snapshots of present circumstances. After decades of conflict and environmental shocks in South Sudan, including the eruption of civil war in 2013 shortly after its independence in 2011, communities there lack stability and suffer from exorbitantly high rates of food insecurity, poor health indicators, and low educational and livelihood opportunities. International development agencies have sought to support South Sudan, but years of financial investment have failed to alleviate recurrent humanitarian crises. This paper outlines a general framework for resilience and resilience measurement, assesses initial baseline data collected from South Sudan, and builds a novel quantitative and qualitative methodology for measuring community resilience in countries like South Sudan burdened by shocks and weak institutions.

From climate risk to resilience: Unpacking the economic impacts of climate change in Kenya

Substantial model variability exists regarding the likely meteorological impact of climate change on Kenya, particularly with respect to future precipitation levels. Significant regional differences are expected, largely due to Kenya’s diverse climate profile. Overall, temperatures are projected to increase while future precipitation levels are highly uncertain. Climate change is expected to significantly affect coastal areas, including because of sea level rise risks, stronger winds, and an overall warmer and drier climate. This will likely harm important ecosystems, including wetlands, mangroves, and coral reefs. Some models project that arid and semi-arid areas may become drier and hotter, which would exacerbate preexisting water scarcity and agricultural challenges for the already vulnerable communities living there. That said, these projections are not corroborated by all models. The climate change impact on other areas, particularly south and west of Mount Kenya, could generally be positive, as it would provide even better conditions for agriculture. The key climate change risk for Kenya is from extreme events, in particular droughts and floods. The frequency and intensity of such events is likely to increase because of climate change. They also often lead to adverse knock-on effects, such as soil erosion, land degradation, and pest breakouts. Overall, Kenya’s updated Nationally Determined Contribution (NDC) (2020) estimates that between 2010 and 2020, adverse climate change-related events led to annual socioeconomic losses of 3–5 percent of total gross domestic product (GDP).
