David Spielman

David Spielman is the director of IFPRI’s Innovation Policy and Scaling Unit and has been with the institute since 2004. His research agenda covers a range of topics including agriculture and rural development policy; agricultural science, technology, and innovation; plant genetic resources and seed systems; agricultural extension and advisory services; and community-driven rural development.

DA silences critics with RTL long-term benefits (Philippines.gov)

Philippines Government published an article stating that the Department of Agriculture (DA) said the Rice Tariffication Law (RTL) has resulted in increased local production and yield, affordable and stable supply of rice, and more benefits for farmers. Studies by the National Economic and Development Authority (NEDA), International Rice Research Institute, and IFPRI (Distributional impacts of the rice tariffication policy in the Philippines) indicated the law is expected to accelerate agricultural growth and facilitate the structural transformation of the economy with gross domestic product increasing by at least 0.13 percent compared to the baseline in 2025.
