Eliot Jones-Garcia is a Senior Research Analyst with the Natural Resources and Resilience Unit based in Washington, DC. His research focuses on human-AI interaction, user-centered design, and the ethical and responsible development of AI. Eliot is currently finalizing a PhD on the digitalization of agricultural advisory services at Wageningen University & Research.

Land Reform and Child Health in the Kyrgyz Republic

Can the establishment of private property rights to land improve child health and nutrition outcomes? We exploit a natural experiment in the Kyrgyz Republic following the collapse of socialism, whereby the government rapidly liquidated state and collective farms containing 75 percent of agricultural land and distributed it to individuals, providing 99-year transferable use rights. We use household surveys collected before, during, and after the privatization reform and spatial variation in its timing to identify its health and nutrition impacts. We find that young children aged 0-5 exposed to land privatization for longer periods of time accumulated significantly greater gains in height- and weight- for-age z-scores, both critical measures of long-term child health and nutrition. Health improvements appear to be driven by increases in consumption of home-produced food rather than increased income from sale of production, likely due to under-developed markets. We find minimal impacts on urban-dwelling children affected only indirectly by the reform.

Aspirations and women’s empowerment: Evidence from Kyrgyzstan

There is an enormous interest in development interventions aimed at reducing behavioural poverty traps, including by raising women’s and girls’ aspirations, or future-oriented goals. However, little is known about how women’s aspirations influence their gender attitudes, the marriages into which they select and their involvement in intra-household decision-making. We find that women in Kyrgyzstan with higher aspirations are more likely to espouse egalitarian gender attitudes, as are their husbands, and their husbands have higher aspirations. They also live in households in which women play a greater role in decision-making, and in which spouses are more likely to agree about women’s roles in decision-making.

Climate change, agriculture, and potential crop yields in Central Asia

Agriculture in Central Asia is vulnerable to climate change due to rising aridity, declining availability of water resources for irrigation, and low adaptive capacity. We use climate data from CMIP5 with RCP8.5 for greenhouse gas emissions and the DSSAT crop model to investigate how yields of key crops in Central Asia will be affected by climate change. We distinguish changes in yields between spring and winter plantings, between irrigated and rainfed crops, and between crops grown with high and low amounts of fertilizer. The results suggest that countries (and areas within countries) that either have moderate summers or grow a number of crops in a relatively cold winter will benefit from climate change, while countries that grow many of the crops in the summer will experience losses.
