Can rice policy reform help improve food security and diets in India?

India’s rice policies have played a crucial role in shaping the country’s agricultural sector and ensuring food security for its vast and diverse population. Since rice is a staple food for millions, policies governing its production, pricing, and distribution are vital to maintaining sufficient supplies, stabilizing prices, and making rice affordable and accessible to everyone. However, as dietary patterns change and there is increasing concern about nutrition and environmental sustainability, it is important to consider whether shifting existing rice support toward more targeted or diversified strategies could better promote food security and healthier diets in India. This paper explores this question by evaluating, in advance, the effects of different ways of allocating current support using model-based scenario analysis. The study shows that eliminating all current support would do little to improve the affordability of rice and other foods or to make production more sustainable in India. In contrast, redirecting just a portion of input subsidies—the main type of domestic agricultural support—toward increased investment in research and development for productivity-boosting and climate-resilient technologies could drive meaningful change. This shift could promote more sustainable agricultural practices, lower food prices and the cost of a healthy diet and, ultimately, enhance food security and nutrition across the country.

Will extreme weather lead to multiple breadbasket failures and threaten global food security?

Currently, 80% of the world’s people rely on just three agricultural commodities as primary food staples: Maize, rice, and wheat. Production of these staple foods is concentrated in a small number of countries and regions, often called “breadbaskets.” At the same time, the incidence of climate-driven droughts, storms, floods, and related shocks is on the rise, creating large-scale threats to agricultural production in these areas. Recent research suggests that climate change will increase both the volatility of agricultural output and correlations across regions.

A good global investment for the European Commission: How investing in CGIAR reduces global poverty and benefits E.U. citizens

CGIAR investments have delivered substantial economic benefits for the E.U. while reducing global poverty and food insecurity. CGIAR has boosted productivity on E.U. farms, expanded export markets, and made food more affordable for E.U. consumers. It has also helped prevent potential damage from pests and diseases that threaten E.U. farm livelihoods. This note quantifies the benefits to farmers, exporters and consumers.
