Financing social protection in Africa: Lessons for strengthening social protection systems in Ethiopia

Ethiopia has made significant strides in its effort to expand social protection programs, both in terms of expanding coverage and in terms of variety and investment in these programs. However, Ethiopia’s social protection system continues to face significant challenges amid growing demand for social assistance and competing needs. Despite the expansion in coverage, the share of population benefiting from social protection programs remains far below demand and global averages. Similarly, spending and sources of finance for social protection remain relatively limited, with the financing structure of many programs being heavily dependent on external donor support, raising concerns about long-term sustainability. At the same time, the country continues to face an increasing demand for social assistance due to climate shocks, conflict, and economic volatility. In this paper, we compile evidence and compare Ethiopia’s experience with selected successful cases (from Egypt, Kenya, and South Africa) to draw lessons for strengthening sustainability in financing of social protection programs. By assessing both the achievements and remaining challenges, we draw recommendations on how Ethiopia can strengthen its social protection system, both in terms of coverage and sustainability. While Ethiopia can still increase public finance on social protection programs and improve allocation of public finance as well as efficiency in targeting and delivering social protection, we also identify some innovative and unconventional sources of finance to support safety net programs. These include: social or development impact bonds, climate and disaster risk financing, as well as blended public-private investments for development and social goals. We also identify some domestic experiences and community-level indigenous arrangements that can be scaled-up further. We finally highlight that tapping these financing mechanisms and arrangements entail strengthening domestic and indigenous institutions as well as trust in public-private partnerships.

Climate change impacts on agriculture and adaptation options for Uzbekistan

Climate change is likely to reshape agriculture in an irrigated, water-scarce transition economy like Uzbekistan. We use IFPRI’s International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT) model and evaluate the direct effects of climate change on Uzbekistan’s agriculture through 2050. We assume changes in GDP, population, and technological progress to be exogenous. We find that climate change and the corresponding temperature increase will have significant adverse effects on the long-term yields of cotton and wheat through changes in water availability, precipitation patterns, crop yields, and the use of land, water, and other natural resources, but harvested area responses may differ. All climate change scenarios are similar in predicting an increase in harvested area for temperate fruits and vegetables, but their yield gains remain conditional on market prices, policy reform, water use and institutional constraints. For policymakers, this makes climate change adaptation actions an opportunity for incentives and structural reforms as well as for technology to adapt to changing environmental conditions and to ensure food security.

Gender roles in South Asian food systems

Women are central to agrifood systems but face structural barriers such as limited access to resources, weak tenure and resource rights, and social norms that undervalue and restrict their contributions. • Women’s time in reproductive and care work is unrecognized, limits their participation in productive or market-oriented work, and reinforces gender disparities in time, income, and well-being. • Gender norms and social hierarchies shape women’s roles and limit empowerment across the food system, from agriculture to markets to the distribution of tasks and food within households, affecting diet and nutrition outcomes. • Policy must go beyond recognizing women’s work to leveling access to resources, ensuring fair pay and safe conditions, and tackling restrictive norms through gender-transformative approaches. • Empowering women in food systems requires intersectional, data-driven action that addresses caste, class, mobility, and intrahousehold dynamics to ensure equitable food, livelihood, and health outcomes. • Areas for future research include: engaging men, particularly in sharing care work; reducing labor burdens; and changing attitudes of the young through in-school curricula.
